Launching the First TOT on Public Budget

The Public Finance and Administration Reform Program, funded by the US Agency for International Development and in collaboration with the Ministry of Finance will begin the first training of trainers program. It focuses on the field of specific budget implementations and techniques. The program will be held for the duration of April to August 2017.


Those wishing to participate, with the following conditions are met, can fill the application and send it in addition to a resume to the email no later than 27/03/2017.


1.       Participants from ministry



Professional experience in the area of teaching

At least 3 years of experience in the following:

International  accounting

·         The International Public Sector Accounting Standards Board

·         Cash Management in the Public Sector

·         Government Financial Management Information Software applications

·         Internal Control in the public sector

Professional experience at MoF

7 years of work experience in one of the following directorates:

• Government Financial Management Information

• The Public Treasury

• Public Debt

• General Accounts

• Public Revenues

• Internal Control

• Monitoring And Inspection

Career Level

Preferably on  supervisory or executive post


A BA holder in Accounting, Economics, Business Administration or equivalents at least.

Experience in training

Two years of training experience – not mandatory but a plus

communication skills

Highly skilled in communication, dialogue management, and delivery of information

Computer skills

Skilled with computer programs used at the Ministry of Finance and other software packages like:

  MS Windows, Word, Excel, PowerPoint


All participants should be committed to attending all workshops, fulfill training requirement and to have Her/ His supervisor's approval.


2. Participants from outside the Ministry of finance:



Practical experience in the training topics targeted

At least 7 years in any of the following areas:

International Accounting Standards in the public sector IPSAS and applications

cash management in the public sector

Government Financial Management Information software applications

Internal Control / Internal Audit in the public sector


• At least a Master's degree in Accounting, Economics, Business Administration or its equivalent

Experience in training

• Two years of training experience – not mandatory but a plus

communication skills

• Highly skilled in communication and dialogue management and delivery of information to counterparts

Computer skills

• Good computer skills in dealing with programs like:

 MS Windows, Word, Excel, PowerPoint
